About Encinitas Housing Authority

The Housing section of the Advanced Planning Division is responsible for implementing the City's housing policies, administering various federally-funded and City-funded housing and community development programs, and providing staff support to the Housing Authority of the City of Encinitas. Annually, Housing staff consider and recommend grants and loans for activities and projects of service agencies, property owners, developers, and infrastructure projects.

Housing staff administer a variety of housing and community development assistance programs, including the Section 8 Housing Choice Voucher Program, Community Development Block Grant Program, HOME Investment Partnership Program, and San Diego Regional Mortgage Credit Certificate Program. Additionally, staff prepares or assists in the preparation, and implements policy documents, such as the Housing Element, Consolidated Plan, Annual Action Plan, and Analysis to Impediments to Fair Housing Choice, Public Housing Agency Plan, and Affordable Housing Policy. Also, staff prepares necessary documents in implementing the City’s inclusionary and density bonus policies that create new affordable rental and ownership opportunities.
