About Housing Authority of the County of San Diego

At the Department of Housing and Community Development, we are working hard to improve the quality of life in our communities - helping families find safe, decent and affordable housing and partnering with property owners to increase the supply and availability of affordable housing. The Department of Housing and Community Development provides many valuable services to both property owners and tenants and strives to create more livable neighborhoods that residents are proud to call home. The Department of Housing and Community Development is one of the departments within the Community Services Group headed by David Estrella, Deputy Chief Administrative Officer.

Our key service programs improve neighborhoods by assisting low-income residents, increasing the supply of affordable, safe housing and rehabilitating residential properties in San Diego County. Besides the programs we administer, each city in the county has affordable housing and community improvement programs in their jurisdiction.
