About San Jose City Housing Authority

Since the City Council took action to create a Department of Housing in 1987, the City has been a leader in the affordable housing field, creating more than 21,000 new housing opportunities for San José residents. The Department offers loans and grants to homebuyers to buy their first home, to homeowners and mobilehome owners who need housing rehabilitation assistance, and to developers who are building new affordable housing developments.

In addition to its lending activities, the Department is actively involved in ending homelessness in the City, manages the City's two rent control ordinances, works with community groups to respond to foreclosures and fair housing issues, oversees the City's Place Based Neighborhood efforts, and manages numerous federal, State and local grant programs that provide funding for services, affordable housing, homelessness, and community infrastructure. The Department also has an active policy program to ensure that the City has the tools it needs to respond to its housing challenges.

Working in partnership with the City's Planning Department, the Department works to ensure that the City has a variety of housing options for its residents-- including affordable and market rate housing, and single-family and multi-family options. This work includes identifying sites for housing development, facilitating efforts to include housing in Urban Villages, and working with local and regional partners to implement the State's Sustainable Planning Goals. The Department manages the City's Inclusionary Housing Policy, and works with market rate developers to incorporate affordability in their developments.
