About City of Janesville - Neighborhood & Community Services

The City of Janesville - Neighborhood & Community Services (formerly JCDA) is responsible for providing oversight into the Rental Assistance Program; and planning and implementing various community development programs including: housing improvement programs, homeownership programs, and neighborhood redevelopment programs. The Neighborhood & Community Services reports to the City Council and City Manager and consists of five citizen members and two Council members.

The City of Janesville administers a Housing Choice Voucher Rental Assistance Program to assist low income individuals with their monthly rent and utility payments. Rent assistance is available for the elderly, disabled, and families of one or more. Total household income must be at or below 50% of county median income. Participants pay 30%-40% of their adjusted monthly income towards rent and utilities. The City of Janesville uses a local ranking preference. Applicants who live and/or work within the Janesville city limits will receive preference over persons who do not.

Additional Information

The Janesville Housing Authority is accepting applications for individuals who are interested in being added to the waiting list for rental assistance. Applications can be picked up and submitted at the Janesville City Hall, 1st Floor, Neighborhood & Community Services Department, 18 N. Jackson St. Janesville, WI 53548 from 7:30 AM-4:00 PM. There is no online application. Any interested individual may complete a waiting list application. Applicants will be asked to provide the last four digits of their social security number and the birthdates of all household members. Eligibility will be determined when an application comes to the top of the waiting list. The City of Janesville grants preference to individuals who live or work within the City of Janesville. Individuals seeking a local preference must bring current (no older than 60 days) proof of local residency and/or employment. This could include: a driver’s license, State or Federal ID card, lease, utility bill, social security statement or check stub. Unfortunately, there is a lengthy waiting list for this program, and assistance is not available right away.
